A Man Was Arrested After Allegedly Kidnapping Someone in Hallowell

One man has been arrested after allegedly kidnapping someone in Hallowell this past Friday.

Police say an officer was on patrol just before 9 PM near the Vaughn Woods parking lot, when he noticed a parked SUV with 51-year-old Scott Palmer and a female passenger inside.

The female allegedly turned her head towards the officer and mouthed for help, later telling the officer she was driven around the Hallowell area unwillingly.

Palmer, who was already out on probation for gross sexual assault, now faces charges including kidnapping, criminal restraint, and assault.
