An audit found that a lack of staffing and software issues are to blame for payroll problems at Portland Public Schools.

In recent months, hundreds of teachers and employees have gone unpaid or underpaid. An audit report from Spinglass Management Group released Tuesday confirmed that staffing within payroll remains a big issue in the district.

The department has one full-time temporary manager and a part-time payroll specialist, which Spinglass said is inadequate to cover all 1,900 employees.

They also said the payroll software is “Inadequate and poorly programmed” and was not properly maintained.

According to CBS 13 news, the district has made some progress in rectifying the problems, but about 400 payroll problems remain outstanding.
