The family of Chance David Baker has reached a settlement with the Portland Police officer who shot and killed him in 2017. The parties reached a settlement and filed paperwork to dismiss the lawsuit in federal court on Tuesday, five years after the fatal shooting of Baker at a strip mall in Portland.
Baker was 22 at the time of the shooting by officer Nicholas Goodman, and Baker was in the midst of a personal crisis. Close friends and family told the Portland Press Herald that Baker was self-medicating with drugs and alcohol and had mental health issues.
The critical juncture was reached in February of 2017, when Baker got drunk and bought an air rifle at a pawn shop off of St. John street in Portland. Baker then wandered around the plaza, brandishing the weapon. Portland Police were called by several concerned citizens and arrived on the scene in a matter of minutes. Officer Goodman said that Baker was acting in an erratic manner, and fired a fatal shot at Baker less than three minutes after arriving on scene. This was not Goodman’s first fatal shooting as an officer.
The terms of the settlement were not discussed by either of the parties. Goodman is still an employee of the Portland Police Department, and has been promoted to Lieutenant.
