Free Handouts of Naloxone Stymied by LePage Administration

AUGUSTA, Maine (AP) Maine Gov. Paul LePage’s administration has yet to produce the regulations needed to implement a 2015 state law allowing public health organizations to distribute free doses of the overdose-reversing drug naloxone.

The law authorizes groups working with drug users to establish overdose prevention programs, which could give away naloxone and train people to use it. It passed in June 2015 and was enacted without the governor’s signature.

Lawmakers directed the state health department to draw up any necessary regulations, but the Bangor Daily News reports that none have been submitted. A department spokeswoman did not respond to requests for comment on the current status of the rules.

LePage, a Republican, has opposed widespread distribution of naloxone. He argues it is a crutch that keeps people using drugs.
