ICE Agent in Biddeford Shooting Suffered Previous Head Injury

The ICE agent who reportedly shot and killed a Colombian national in Biddeford last week once told a court he suffered from cognitive issues after a serious head injury.

CNN reports David Brouillette claims injuries from a steel I-beam falling on his head while training as a firefighter “impaired his cognitive functioning and memory.”

Brouillette filed a lawsuit against the Maine Community College System in 2023 and started working as an ICE officer two years later.

Reporting of Brouillette’s court filing appears to be raising new question about ICE’s vetting and training practices.

Three of Brouillette’s relatives say he told them that he was the ICE officer who killed 25-year-old Johan Sebastián Durán Guerrero last week, and that he said he acted in self-defense.

Ashley Brouillette told the Associated Press her ex-husband was abusive, had a long history of psychiatric issues and never should have been given a badge and a gun.

The Department of Homeland Security, which oversees ICE, has not publicly identified who shot Guerrero. The Department has said that during an enforcement operation in Biddeford a “vehicle attempted to flee the scene and, fearing for public safety, an officer discharged his weapon.”
