PORTLAND, Maine (AP) A Maine man wants to convert a cruise ship into a homeless shelter that would be permanently docked on Portland’s waterfront.

The Portland Press Herald reports Memory Works founding director Kenneth Capron plans to discuss his Hope Harbor proposal with potential stakeholders Tuesday at Portland City Hall. Capron says the converted ship could serve as a homeless shelter and offer affordable and immigrant housing as well.

According to Capron, a used cruise ship will cost anywhere from $5 million to $100 million. He plans to apply for a grant to conduct a feasibility study from the Robert Wood Johnson Foundation. Capron sent a letter of intent to the philanthropic foundation in August.

Mayor Ethan Strimling says he and some city councilors are aware of Capron’s idea.
