Man charged with kidnapping following hours-long standoff in Rockland

A Rockport man was taken into custody following an overnight standoff.

Police say 35-year-old Mark Hupper had barricaded himself at the Rankin Center housing complex in Rockland around 1 a.m. Wednesday.

An affidavit states Hupper was threatening to slit the throat of the woman who lives in the apartment, and had put a chain around her neck. He also claimed to have a gun and was threatening to kill himself and police.

The standoff came to an end around 6 a.m. when police used a concussion grenade.

Hupper was charged with kidnapping, domestic violence assault, and creating a standoff with police.

The apartment’s resident was treated and released from the hospital.
