The report details what happened, but did not draw any further conclusions, as the NTSB plans to issue safety recommendations after further investigation. The NTSB also said its report is preliminary and subject to change
There have been no criminal charges related to the crash. The bus driver has been found to have a clean criminal record.
The Standish crash was the second fatal school bus-related incident involving a Maine student in less than a month.
A 12-year-old student was killed in November after being hit by a school bus in Rockland. The National Transportation Safety Board is not investigating that crash.
