One of two investigations into Central Maine Power’s billing and metering system uncovered no systemic flaws that would cause unusually high usage on utility bills.

The Public Utilities Commission’s examiner’s report into CMP concluded Thursday that imprudent implementation of SmartCare, the utility’s new billing system, as well as human error, did cause incorrect billed amounts to appear on some customer’s bills.

However, erroneously high usage is being blamed on colder weather and a rate increase.

The PUC will review the report and issue a decision at the end of the month.
