Sagadahoc County deputies reacted appropriately to reports that Lewiston shooter was suffering from mental health issues, third-party review finds

The Sagadahoc County Sheriff’s Office says an independent investigation concluded that its deputies responded “reasonably and appropriately” in their handling of Robert Card, the shooter who killed 18 people in Lewiston in October.

The sheriff’s office says the third-party review looked into deputies’ actions in May and September of 2023. The 93-page document published on Thursday concludes that personnel responded reasonably to reports that Card was suffering from mental health issues in the months leading up to the shooting.

The document emphasizes that the review was conducted based on what was known at the time, without the benefit of hindsight.

Card, a U.S. Army reservist, spent time at a mental health facility in New York over the summer when leaders of his training unit reported erratic behavior.

Card died of a self-inflicted gunshot wound after the shooting.
