Some areas in southern Maine were expected to get about a foot of snow Thursday, leading to slick driving conditions in some areas.
Speed limits on the turnpike were reduced Thursday morning to 45 mph from the New Hampshire line to Exit 53 in Falmouth.
Parking bans were in effect in places like Old Orchard Beach, Falmouth, Sanford, Auburn and York.
At the Portland Jetport, departures to places along the east have been cancelled, including flights to D.C., Baltimore, Philadelphia and New York.
Also in Portland, all non-essential city services have been shut down and all non-essential buildings are closed. Many city employees were working remotely Thursday.

School kids were also staying home Thursday, some were learning remotely while others had no school at all. There were no classes Thursday for students from Falmouth, Lewiston and Kittery, while remote classes were being held for students in Brunswick, Westbrook and Cape Elizabeth.
The National Weather Service issued a winter storm warning that forecasters said would be in effect until 4 p.m. Thursday.
