Panel issues recommendations related to police-involved shooting in Penobscot County

Maine’s Deadly Force Review Panel is issuing recommendations after a corporal shot an assault suspect in Alton.

A Maine State Police Corporal fired shots at 45-year-old Djvan Carter, who was seen hitting a woman in the head with a hammer inside a car in May of 2023. Carter was shot in the chest but survived.

Police said a trooper tried to ram into Carter’s car to stop him, but the tires locked.

The review panel says officers should understand how their cruiser’s traction control system works and that gunfire on a windshield can change the trajectory of a bullet.

Maine Attorney General Aaron Frey ruled the shooting justified.
