Sunday, state lawmakers handed over the preliminary investigative report to the victims’ families. Its conclusions were scathing. The report says there were multiple failures by law enforcement agencies and said they had an “overall lackadaisical approach.” However, the report does say, “There is no one to whom we can attribute malice or ill motives.” Families also saw the entire 77-minute hallway surveillance tape from Robb Elementary School.
