Portland has taken another step towards creating a new homeless shelter, but the plan still faces some hurdles.

According to the Portland Press Herald, city councilors voted Monday night to enter into a second agreement with the Developers Collaborative, which was tapped to investigate whether a parcel of land on Riverside Street would be a suitable location for a new, 200-bed homeless shelter. The project is estimated to cost about $19 million.

Approval for the plan could come before voters are able to weigh in on a citizen’s initiative that could kill the project by limiting the size of new shelters in the city to 50 beds. The project will move forward if the shelter is approved 45 days before the election.

The council voted to delay their vote on the citizen’s initiative until their meeting on August 23rd.

A city council workshop will be held Monday to discuss the citizen’s initiative and look into offering a competing proposal.
